The Urbanism Simplex emerged in the form of Decree-Law no. 10/2024, of January 8, which promotes the reform and simplification of licensing in the areas of urbanism, spatial planning and industry.
The law is part of the Mais Habitação program. One of the changes in relation to Simplex is the elimination of the need for urban planning licensing. For example, in projects to increase the number of floors in a building, licensing will not be required as long as the building's facade remains unchanged.
There are significant adjustments to the Urbanization and Building Legal Regime (RJUE), the General Regulation of Urban Buildings (RGEU) and the purchase and sale of properties. These adjustments will have a major impact on the real estate market, as they will create greater dynamics in the market and, consequently, increase the supply of housing.
Alongside Simplex, an Electronic Platform for Urban Planning Procedures will be created, which from January 5, 2026 will be mandatory for municipalities.
However, some of the new measures came into force on January 1, 2024, others will come into force in March of the same year.
